Washington State Caseload Forecast Council

Elaine is an experienced executive and leader with a strong background in forecasting, budget management, and policy analysis. She serves on the Board of Directors for the International Institute of Forecasters and as Executive Director of the Caseload Forecast Council (CFC) for the State of Washington. With over 14 years at the CFC, Elaine plays a pivotal role in producing forecasts that influence over 75% of Washington State’s baseline budget, covering areas such as public education, Medicaid, and the criminal justice system. Her expertise also extends to managing comprehensive criminal justice data and contributing to legislative fiscal notes. Elaine has held several senior roles, including Senior Fiscal Analyst with the Senate Ways and Means Committee and Senior Forecaster at CFC. She holds a Ph.D. in Political Science from Indiana University Bloomington and a BA in Political Science and Economics from the University of Puget Sound.
