The training aims to enhance the expertise and proficiency of Dubai Police employees in combating financial crimes involving digital assets.<\/p>\n<p>The launch of the programme was announced by Dubai Police G. H. Q during the 2nd edition of the World Police Summit, which concluded its work at the Dubai World Trade Centre after three days full of sessions and workshops. The summit covered a range of topics, including current challenges facing police forces and the latest technological advancements, strategies, and innovations across the law enforcement and security spectrum, as well as the leading global challenges facing the efforts to combat crime and maintain safety and security. The summit was attended by more than 200 experts in police and law enforcement.<\/p>\n<p>The launch of the programme falls within a Memorandum of Cooperation signed between IFF and the Dubai Police G.H.Q in November 2021, aiming to enhance their collaboration and coordination in areas of mutual interest, such as the practical application of blockchain and digital currency in law enforcement. The partnership began with offering all Esaad Cardholders the opportunity to pursue UNIC\u2019s leading graduate programme, MSc in Blockchain and Digital Currency.<\/p>\n<p>Commenting on the launch of the new Diploma programme, Major General Jamal Salem Al Jallaf, Director of the General Department of Criminal Investigation, said that crimes could take many forms and are constantly evolving, and criminals have become more skilled at carrying out criminal activities, especially those associated with technology.<\/p>\n<blockquote>\n<p>&#8220;This requires effective responses grounded in continuing to develop the security and operational system in cooperation with partners and institutions from government and private sectors to unify efforts and attain our common objectives of enhancing the security of societies&#8221;, he continued. &#8220;This diploma enhances the Force&#8217;s efforts to combat emerging crimes and proactively prepare for any evolution of criminal tactics,&#8221; Al Jallaf added.<\/p>\n<\/blockquote>\n<p>Dr. Major General Saleh Abdulla Murad, Director General of Gen. Dept. of Human Resources, stated that the Diploma comes within the framework of the Force&#8217;s keenness to train and qualify human cadres and refine their expertise with advanced and up-to-date training programmes through establishing partnerships with some of the most prestigious educational institutions in the world.<\/p>\n<blockquote>\n<p>Dr Charis Savvides, Professor at the Institute For the Future, University of Nicosia, said: &#8220;The structure and content of this programme is the result of our close and fruitful cooperation with the Dubai Police; a true visionary of technological innovation in policing and crime fighting. The courses, which are addressed to police investigators, prosecutors, judges and other officials of the criminal justice system, are delivered by experts in the field, including practitioners in the areas of law and police investigation,&#8221; The aim of the course was to enhance the capacity of specialised investigators to gather evidence, as well as trace, recover and manage virtual currencies. In addition, the course aimed to contribute to fighting financial crimes by strengthening multidisciplinary cooperation in the context of financial investigations on cryptocurrencies, in particular by developing cooperation between law enforcement and judicial authorities. The training activity was co-organized by the Institute of Public and Cyber Security (IPCS) and the Institute for the Future (IFF) of the University of Nicosia.<\/p>\n<p>The course was attended by 46 participants from 23 member states and Switzerland (Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, Germany, Switzerland, Greece, Netherlands, Hungary, Ireland, Italy, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Spain, Slovenia, Slovakia, Sweden) from law enforcement agencies and EJTN (European Judicial Training Network). The course started with an introductory training on cryptocurrencies and their taxonomy, followed by other topics such Digital Currencies Regulatory Landscape, Cryptocurrency Investigative Technique, Asset Confiscation and Collecting Evidence and Seizing of Cryptocurrencies. Various relevant case studies were presented. In addition, during the course, a practical application of the CipherTrace Blockchain analysis tool for combating the illegal flow of cryptocurrencies took place. The course\u2019s renowned trainers came from\u00a0 the United States of America, Europol, EJTN, the University of Nicosia and other European countries. The Chief of Cyprus Police, Mr. Papatheodorou, the CEO of the University of Nicosia, Mr. Polemitis, as well as the Founder and Executive Director of the Institute of Public and Cyber Security (IPCS) and former Chief of Cyprus Police, Mr. Zacharias Chrysostomou, commenced the activity during a short opening ceremony that took place on Monday the 26th of September.<\/p>\n<p>Dr Leonidas Katelaris \u2013 Activity Manager stated: \u201cWe are proud to have hosted CEPOL\u2019s training activity at University of Nicosia, on training law enforcement officials and judicial authorities in the hot topic of financial investigation on virtual currencies. University of Nicosia as a leading university in the fields of blockchain and cryptocurrencies assures the high quality of the training activity on the benefit of the participants, who will be able to acknowledge the main threads in virtual currencies and learn how to manage, trace, and investigate virtual currencies to combat new forms of crime.<\/p>\n<p>IPCS was established in 2019, aiming to offer multidisciplinary professional training in Policing, Security, Investigation and Cybersecurity.<\/p>\n<p>The Institute for the Future (IFF) is an interdisciplinary research Centre at the University of Nicosia aiming in advancing emerging technologies and contributing to their effective application in industry, government and education as well as evaluating their impact on employment, wealth inequality and our lives and societies in general. The course builds on UNIC\u2019s eight-year track record as the leading university in the field of cryptocurrency and blockchain. UNIC launched the world\u2019s first-degree program in cryptocurrency in 2014.Today, UNIC has educated over 100,000 students in academic and non-academic courses, has the world\u2019s largest team of faculty and staff focused on cryptoassets and blockchains, and is the academic lead for the European Union Blockchain Observatory and Forum.<\/p>\n<\/div><div class=\"awb-gallery-wrapper of money laundering and terrorist financing via cryptocurrencies<\/h3>\n<p>CEPOL, the European Union Agency for Law Enforcement Training, has just selected the University of Nicosia (UNIC) to design and implement a course on \u201cFinancial Investigation on Virtual Currencies\u201d.<\/p>\n<p>The aim of the course is to enhance the capacity of specialised investigators to gather evidence,\u00a0as well as trace, recover\u00a0and\u00a0manage virtual currencies. In addition, the course aims to contribute in fighting\u00a0financial crimes\u00a0by strengthening multidisciplinary cooperation in the context of financial investigations on cryptocurrencies, in particular by developing cooperation between law enforcement and judicial authorities.<\/p>\n<p>UNIC was selected by CEPOL after achieving the highest rating within a group of bidders for this course, which will be designed specifically for law enforcement officials and judges\/prosecutors of EU member states and other non-EU countries involved in cryptocurrency financial investigations.<\/p>\n<p>The course will be implemented in the second quarter of 2022 by UNIC\u2019s newly established <a href=\"https:\/\/www.unic.ac.cy\/securityinstitute\/\" target=\"_blank\" rel=\"noopener\">Institute of Public, Cyber and National Security<\/a> (IPCNS), in collaboration with the <a href=\"https:\/\/www.unic.ac.cy\/iff\/\" target=\"_blank\" rel=\"noopener\">Institute For the Future (IFF)<\/a>. Both institutes are under the umbrella of UNIC.<\/p>\n<p>According to Mr Zacharias Chrysostomou, Founder and Executive Director of IPCNS:<\/p>\n<blockquote><p><em>\u201c<\/em><em>We are very proud and honored to have been selected by CEPOL, in a very competitive process and selection criteria, to train <\/em><em>law enforcement officials, <\/em><em>judges and prosecutors<\/em><em> of EU member states and other non-EU countries<\/em> <em>in fighting crime related to virtual currencies. The Advisory Board was also attended by the CEO of UNIC, Mr Antonis Polemitis and the Executive Director of IPCNS, Zacharias Chrysostomou.<\/p>\n<p>Among the issues discussed and examined were the current and future role and objectives of IPCNS, synergies, partnerships, and aspects of cutting-edge topics for the present and future of public, cyber, and corporate security. This follows an associated Evaluation Report, according to which UNIC achieved an impressive 44\/50 points.<\/p>\n<p>UNIC thus becomes <a href=\"https:\/\/www.cepol.europa.eu\/sites\/default\/files\/List%20of%20Approved%20Framework%20Partnership%20Applications%20for%202021-2024.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">the first university in Cyprus and among only a handful in the EU to become a CEPOL Framework Partner<\/a>, tasked with implementing CEPOL\u2019s training portfolio over the next four years (2021-2024).<\/p>\n<p>This entails training leaders, future leaders, and trainers of Law Enforcement Agencies of the Member States of the EU (and, to some extent, of third countries), on behalf of CEPOL. Training will focus on issues stemming from EU priorities in the field of security; in particular, from the EU Policy Cycle on serious and organised crime.<\/p>\n<p>More generally, CEPOL brings together a network of training institutes for law enforcement officials in EU Member States and supports them in providing frontline training on security priorities, law enforcement cooperation, and information exchange.
