The course was attended by 43 officers of law enforcement agencies of 23 member states and Switzerland and members of the European Justice Training Network.<\/p>\n<p>The association of cryptocurrencies with criminal activity has attracted significant attention and scepticism worldwide, posing numerous threats as well as challenges for legislators, regulators, and law enforcement agencies. This course aims to provide law enforcement investigators, prosecutors, and other officials of the criminal justice system an introductory overview towards a) cryptocurrency-related financial crimes, such as money laundering, terrorist financing and fraudulent transactions, and b) the role of blockchain technology in the fight against those financial crimes.<\/p>\n<p>By examining numerous case studies, focusing particularly on the (pseudo)anonymity of crypto payments, the difficulty in monitoring payment flows, and the unregulated nature of many cryptocurrency exchanges, the aim of this course is to explore the growing threat and the sophisticated techniques deployed by financial criminals. In doing so, law enforcement agents and criminal justice officials are expected to develop sufficient knowledge and working understanding of the alerting \u2013 and often complex \u2013 links between cryptocurrencies and crime, and to be able to formulate an appropriate modus operandi inside the developing crypto-forensic domain.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-3 sep-underline sep-solid fusion-title-text fusion-title-size-one custom-course-body-title\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:38;line-height:1.1;\">What the Course covers<\/h1><\/div><div class=\"fusion-text fusion-text-4\"><p>This course will guide the participants through the basic concepts, techniques and players of Money Laundering and Terrorist Financing via cryptocurrencies. style=\"--awb-text-transform:none;\"><h1>Zacharias Chrysostomou<\/h1>\n<p>Former Chief of Cyprus Police Zacharias Chrysostomou is the founder and Executive Director of the Institute of Public Security of the University of Nicosia.<\/p>\n<p>Mr Chrysostomou joined the Cyprus Police in 1986. During his 33- year career in law enforcement he served as a front-line officer as well as in mid and upper-level ranks in various departments. These include: The Criminal Investigation Department, Traffic Department, Prosecution, Cyprus Information (Intelligence) Service, Counter Terrorism Bureau, the Bureau for Combatting Hooliganism, as Deputy Director of the Research and Development Department, Deputy Police Commander of Famagusta Divisional Headquarters, Director of the EU, and International Police Cooperation Directorate and as Director of the Cyprus Police Academy.<\/p>\n<p>Between 2003 and 2007, whilst serving at the EU and International Police Cooperation Directorate, Mr Chrysostomou was the representative of Cyprus at the Police Cooperation Working Group, as well as the Counter Terrorism Working Group of the Council of the EU.<\/p>\n<p>During the same period, he participated as a National Expert in the Evaluation Committees of the General Secretariat of the Council of the EU for the evaluation of several member states in the areas of Counter Terrorism and Police Cooperation.<\/p>\n<p>In 2004, Mr. Chrysostomou received an award for his contribution in the Cyprus Police\u2019s efforts to meet the standards of Chapter 24 (Justice and Home Affairs) for the country\u2019s membership to the European Union.<\/p>\n<p>Mr. Chrysostomou was appointed as Cyprus\u2019 Voting Member on the Management Board of CEPOL, the EU Agency for Law Enforcement Training between 2007 and 2014. In 2006, he also served as the Cyprus Representative on the Governing Board of EUROPOL, appointed by the Council of Ministers of the Republic of Cyprus.<\/p>\n<p>During the EU Cyprus Presidency in 2012 he Chaired CEPOL Management Board.<\/p>\n<p>Whilst serving as the Director of Cyprus Police Academy, he proposed and spearheaded the establishment of a bachelor\u2019s degree in Police Studies for graduates of the Police Academy who may wish to continue with a two-year distance learning programme to earn a degree in the field of Policing from the Open University of Cyprus.<\/p>\n<p>Zacharias Chrysostomou was appointed Chief of Cyprus Police in March 2014 by the President of the Republic of Cyprus. During his tenure as Chief (03\/2014-05\/2019), he initiated the reform of the criteria for recruitment of constables as well as the reform of training and education of members of all ranks, adopting a holistic andragogic approach with partial training at the Cyprus Police Academy, the University of Cyprus and at the workplace.<\/p>\n<p>Furthermore, he initiated evidence-based policing, intelligence-led policing, and smart policing, whereas emphasis was given to community policing, bringing the number of volunteer neighbourhood watchers from 13,000 in 2013 to 105,000 by 2018.\u00a0 He also initiated the establishment of an Internal Affairs Unit for combating police corruption in 2018. In that same vein, he initiated the reform of the organization for the first time since 1960. The relevant procedures began in 2018.<\/p>\n<h3>Academic Posts<\/h3>\n<p>Mr. Chrysostomou has been a part-time Lecturer at the University of Nicosia in Psychology and an Honorary Lecturer with the University of Portsmouth, U.K. In addition, he has served on the Academic Council of the Open University of Cyprus (2012 \u2013 2014) for the bachelor\u2019s degree in Police Studies. As from 2021 he is a lecturer of Criminology at the School of Law of UNIC.<\/p>\n<h3>Education<\/h3>\n<p>Former Chief Chrysostomou holds a bachelor\u2019s degree (Summa Cum Laude), in Psychology from the University of Nicosia, a master\u2019s degree (with Merit) in Criminology and Criminal Psychology from the University of Portsmouth, U.K. and a Certificate in Criminal Justice Studies from the University of Virginia, U.S.A. He is a graduate of the FBI National Academy, 201st This course will explore the contributions of psychology to police investigations, notably in the areas of offender profiling and behavioural investigative advice. Traditionally, offender profiling has been the process by which individuals, drawing on their clinical or other professional experience, make judgments about the personality traits or psychodynamics of the perpetrators of crimes. Learners will study the processes of identifying demographic and social descriptors of an offender including personality, based on characteristics of the crime. Much of what passes for offender profiling in practice and as reported in the media, either factual or fictional, has no empirical basis. Distinctions between clinical and actuarial judgements as well as the effectiveness of a systematic scientific approach will be covered.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-14 sep-underline sep-solid fusion-title-text fusion-title-size-one custom-course-body-title\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:38;line-height:1.1;\">What the Course covers<\/h1><\/div><div class=\"fusion-text fusion-text-17\"><p>The course will cover the theory, research and practice of offender profiling and behavioural investigative advice as well as history, critiques, and challenges. Examination of the styles and patterns of criminal action and how these relate to offenders\u2019 psychological and social characteristics, the inference process and profiling equations, criminal consistency, change and development, modus operandi &amp; signature, will be discussed. Learners will familiarise themselves with approaches to inferring offender characteristics covering a range of crimes, models of differentiation (distinctions between criminals and the appropriate ways of modelling these distinctions), consistency behavioural and spatial. Case studies will be utilized for learners to understand the best practices, major pitfalls, and psychological concepts key to this process. How offence locations relate to the lives of offenders and the significance of closeness of the crime locations to key places in the offender\u2019s life, variations in criminality and offender geography and linking crimes to a common offender will also be explored. \/>\n<\/em><\/p>\n<p><strong>Louie Freeh<\/strong> is founder and Chairman of the consulting firm Freeh Group International Solutions, LLC. Mr. Freeh also serves as Senior Managing Partner of the affiliated law firm of Freeh Sporkin &amp; Sullivan, LLP.<\/p>\n<p>Freeh was born in Jersey City, New Jersey and graduated Phi Beta Kappa from Rutgers University in 1971. He received his Juris Doctor (JD) degree from Rutgers School of Law in 1974 and his Master of Laws (LLM) in criminal law from New York University School of Law in 1984. Freeh joined the Federal Bureau of Investigation (FBI) as a Special Agent in 1975, working assignments in the New York field office and later transferring to Headquarters in Washington D.C.<\/p>\n<p>In 1981, he joined the United States Attorney\u2019s Office for the Southern District of New York as an Assistant United States Attorney. Subsequently, he held positions there as Chief of the Organized Crime Unit, Deputy United States Attorney, and Associate United States Attorney.<\/p>\n<p>During this time, Freeh was the lead prosecutor in the \u201cPizza Connection\u201d case, the largest and most complex investigation ever undertaken at the time by the United States Government. The case involved an extensive drug trafficking operation in the United States by Sicilian organized crime members who used pizza parlors as fronts. Following the investigation, Freeh served as the federal government\u2019s principal courtroom attorney in the 14-month trial and won the conviction of 16 of 17 co-defendants. In 1990, he was appointed a Special Prosecutor by the Attorney General to oversee the investigation into the mail-bomb murders of Federal Judge Robert Vance of Birmingham, Alabama, and civil rights leader Robert Robinson of Savannah, Georgia. This case became known as the VANPAC case. After extensive investigation, a suspect was apprehended, prosecuted, and convicted.<\/p>\n<p>In July 1991, former President George Bush appointed Freeh as the United States District Court Judge for the Southern District of New York. While serving in this position he was nominated to be the Director of the FBI by President William Clinton on July 20, 1993 where Freeh remained through 2001.<\/p>\n<p>Following his many years of public service, Freeh accepted a position with MBNA America Bank, N.A., as Vice Chairman, General Counsel and Ethics Officer. Before, he was Deputy Director of CEPOL since August 2009.<\/p>\n<p>Prior to joining CEPOL, he was a Senior lecturer at the German Police University in Muenster, with over 100 publications in national and international police and science journals and six book publications. Before taking up this position, he had a career within the Police of the Federal State of North Rhine-Westphalia up to senior police management positions, starting 1980.<\/p>\n<p>Dr. h.c. In 2009, Mike was appointed Chief Constable of Staffordshire Police.<\/p>\n<p>In 2013, he was awarded a Queen\u2019s Police Medal in the New Year\u2019s Honours list and has been awarded an Honorary Doctorate from Staffordshire University.<\/p>\n<p>Nationally, he was chair of the ACPO Counter Corruption Advisory Group, a lead for Professional Standards, and lead of the National Policing Workforce Development Business Area.<\/p>\n<p>During his service with Lancashire Constabulary, Mike was known for his commitment to diversity and took on the role of national policing lead for Lesbian, Gay, Bisexual and Transgender (LGBT) issues.<\/p>\n<p>More recently, Mike was HM Inspector of Constabulary and HM Inspector of Fire &amp; &#8216;Tackling Gangs Action Programme&#8217; (TGAP).<\/p>\n<p>Following this, in April 2008, he became the Association of Chief Police Officers (ACPO) National Serious &amp; Organised Crime Coordinator where, following a paper completed for the Policing Minister &#8216;The Level 2 Gap &#8211; an alternative narrative&#8217; he led on a programme to deliver on work commissioned by the newly established National Organised Crime Partnership Board.<\/p>\n<p>In February 2010 he was appointed Chief Constable of Merseyside Police.<\/p>\n<p>Sir Jon was a career detective, serving as an investigator in every rank.\u00a0 He is an experienced Senior Investigating Officer (SIO), having led homicide investigations, internal corruption enquiries and covert operations.\u00a0 He has extensive experience of command of firearms operations and critical incidents.<\/p>\n<p>He read Law at Liverpool University and has a postgraduate Criminology Diploma from Cambridge University.\u00a0 In 1995 he was awarded a Fulbright Fellowship and worked in the USA with the FBI and other policing agencies researching covert policing methods.<\/p>\n<p>He has previously led the national portfolios of Surveillance, Telephone Intercept and Serious Organised Crime, for five years he was the Chair of the Crime Operations Business Area of National Police Chiefs Council.<\/p>\n<p>Sir Jon has been commended for outstanding police work on 14 occasions and was awarded the Queen&#8217;s Police Medal in the 2007 Birthday Honours.\u00a0 In 2012 he was given a Lifetime Achievement Award by the Police Federation National Detective Forum and in 2013 he was voted Mersey Region Public Sector Leader of the Year.\u00a0 In 2014 he received a Knighthood in the Queen\u2019s Birthday Honours. He is a Deputy Lord Lieutenant for the County of Merseyside.<\/p>\n<p>He was awarded an Honorary Fellowship by Liverpool John Moores University in November 2014, an Honorary Doctor of Laws by the University of Liverpool in 2016 and a Senior Associate Fellow of the Royal United Services Institute (RUSI) the same year.<\/p>\n<p>Sir Jon retired from the Police Service in July 2016 to take up the position of Professor of Advanced Policing Studies at Liverpool John Moores University. He has a joint professor\u2019s appointment in the School of Sciences and Engineering, and Medical School. Prior to that, he held academic and executive posts as Professor, Executive Dean, and Head of Department at various UK universities over a period of 24 years; he has also held senior academic\/research posts in Germany and France. He has obtained his Meng (Mechanical Engineering) and PhD from the National technical University of Athens (Greece). His research is multidisciplinary and covers topics of engineering science and emerging technologies, including fluid mechanics, acoustics, materials, computational science and nanotechnologies with applications to aerospace, defence, energy and biomedical sector. He has received the William Penney Fellowship Award by the UK\u2019s Atomic Establishment in recognition of his contributions to multicomponent flows; and the Innovator of the Year Award (2014) by the UK\u2019s Innovation Institute for a new generation carbon capture nanotechnology device. He has co-authored two books and has published 417 papers in journals and conference proceedings. He has graduated 45 PhD students who now hold positions in academia and industries around the world. He has also been an Assoc. Editor of Computers and Fluids; Journal of Fluids Engineering; The Aeronautical Journal of the Royal Aeronautical Society; Journal of Computational and Theoretical Nanoscience; (advisory board) Physics of Fluids; as well as serves on editorial boards in several journals in the fields of Engineering (Aerospace, Biomedical, Energy, Defence), Computational Science, Applied Physics, and Nanotechnology.
